Hardness of material may be
defined as a material's resistance to indentation. The durometer scale was
defined by Albert Ferdinand Shore, who developed a device to measure Shore
hardness in the 1920's. Higher numbers indicate harder materials; lower numbers
indicate softer materials.

As per IS 13630 - part 13, materials can be tested and designated for there hardness using MOH'S scale. Let see what does standard says:
